The could be a HUGE problem, cost wise.
Maybe $600 or more.

You should NOT buy it unless and until he gets the key problem solved.......so that you can test ride it.
Otherwise, you don't even know if it will run or not.

Have current owner get the key thing straightened out before you take a test ride and then start negotiations.

That's quite unfortunate. Let the owner sort out the issue regarding the key first.
